Primary Duties and Responsibilities

The Human Recourses Manager (HRM) is responsible for the efficient and smooth-running of Human Resources department in JMIR. Reporting to the Vice President, Organizational Development and part of the management team, the HRM also provides the overall guidance on regulatory, systems, leadership to the management team and their employees to positively impact our operations.

This is a rapidly growing company, who started out small, so we are investing in a HR platform for significant growth. Your role will be to take all your knowledge from previous organizations and build your own HR function from the ground up to be scalable for a much larger organization. Key Outcomes of this position are the department’s ability to achieve the following;

Talent Acquisition

  • Determine attraction and sourcing strategies to choose from the best including a HR brand to go to market with.

  • Create elevation and interview criteria and process to select the best candidates.

  • Recruitment of all positions including the many newly added growth FTE roles.

  • Coach and mentor management on effective recruitment techniques

  • Creation of practical job descriptions that can be used for multiple platforms such as postings, and performance reviews.

  • Create hiring event strategy, partnership with external agencies and building relationships with community partners.

  • Coordinate and aid in the onboarding process of new employees

Organizational Development & Training

  • Determined training requirements based on needs analyses.

  • Deliver or manage vendors who deliver training and development programs.

  • Coach and mentor line management in leadership skills, change management, and motivation.

  • Lead Succession Planning and Individual Development Planning initiatives to ensure continuous development of the high performing and high potential employees.


  • Strategic business partner and change agent. Participate in and support problem solving efforts designed to enhance the efficient operation of the organization.

  • Assist the development and implementation of human resources strategies, policies and procedures to create an organizational culture that supports the business mission and strategies.

  • Collect, develop, extract, maintain, and analyze key HR metrics and other workforce management data such as turnover, recruitment costs, training, demographic profiles, skill shortages, etc. Based on findings, make program, policy, and process recommendations to Senior Management.

Total Rewards

  • Develop communication strategy and material, ensuring managers and employees receive timely and easy to understand information on their compensation packages

  • Oversight of compensation year-end processes and related communications, to ensure HR key messages are embedded in all compensation related communication.

  • Coordinate and administered annual merit pay increases.

  • Keep informed of local market trends, research and collection of local compensation trends information, providing Senior Management with meaningful and actionable summaries of compensation trends to help them optimize compensation and understand the competitive landscape.

  • Manage benefits and report of usage and cost including US benefits

  • Maintain internal databases - wages, vacation, attendance, agreements, training, corrective action etc... Research and recommend HRIS vendor and implementation

  • Back up for the Finance to deliver Canadian and US Payrolls

Employee Relations

  • Develop a performance culture through a robust performance management process with all employees having regular feedback and specific development plans. Coach managers in effective employee performance management, alignment and engagement of employees in the delivery of departmental goals, and overall talent management

  • Development of communication strategies involving regulations and procedures to employees

  • Provide employee relations support to both managers and employees on legislation interpretation, policy and procedure interpretation, counseling career opportunities, and personal development.

  • Maintain employee files and confidential information

  • Conduct exit interviews and make recommendations of change

  • Project based work



  • Certified Human Resources Professional (CHRP) designation or equivalent HR designation.

  • A business degree is also an asset


  • Demonstrated success of 5-7 years in a HRM role

Value Added Experience

  • Experience in a tech-focused start-up environment and/or in academic publishing

  • Payroll management or administration experience or Certification as a Payroll Compliance Practitioner (PCP) from the Canadian Payroll Association

  • Experience in small offices where flexibility and multitasking are key.

  • Experience with US labour laws

Technical Skills

  • Solid working knowledge of word processing and spreadsheet software

  • Must be eligible to work in Canada
